Overview:

The Construction or Building Inspector is responsible for inspecting construction projects to ensure compliance with building codes, regulations, and standards. They play a crucial role in safeguarding public safety, verifying structural integrity, and ensuring quality construction practices throughout the building process. This position will require deployment to disaster areas. Federal Emergency Management Agency (FEMA) will require the individual to deploy to a covered disaster are within 48 hours of notification.

The deployment areas will cover FEMA regions 3 & 4, Delaware, DC, Maryland, Pennsylvania, Virginia, West Virginia, Alabama, Mississippi, Florida, North Carolina, South Carolina, Georgia, Kentucky, and Tennessee.

Key Responsibilities:

  • Inspection Planning: Schedule and coordinate inspections of construction sites at various stages of the building process, including foundation, framing, electrical, plumbing, mechanical, and final inspections, in accordance with applicable codes and regulations.
  • Code Compliance: Conduct thorough inspections of construction projects to verify compliance with building codes, zoning ordinances, fire safety regulations, environmental regulations, and other relevant standards and requirements.
  • Document Review: Review construction plans, blueprints, specifications, and permit applications to ensure accuracy, completeness, and compliance with regulatory requirements prior to conducting inspections.
  • Quality Assurance: Assess the quality of workmanship, materials, and construction practices used in building projects, identify deficiencies, defects, or deviations from approved plans, and provide recommendations for corrective action.
  • Safety Inspection: Inspect construction sites for safety hazards, adherence to Occupational Safety and Health Administration (OSHA) regulations, and implementation of appropriate safety measures to protect workers and the public.
  • Documentation and Reporting: Document inspection findings, observations, and violations using standardized forms, reports, and inspection logs, and maintain accurate records of inspections, violations, and enforcement actions taken.
  • Communication: Communicate inspection results, findings, and recommendations to contractors, builders, developers, architects, engineers, and other stakeholders verbally and in writing, and collaborate with them to address issues and achieve compliance.
  • Enforcement Actions: Issue stop-work orders, violation notices, correction orders, and citations for non-compliance with building codes or regulations, and follow up on enforcement actions to ensure timely resolution of violations.
  • Customer Service: Provide assistance and guidance to property owners, developers, contractors, and the general public regarding building codes, permit requirements, inspection procedures, and regulatory compliance.
  • Professional Development: Stay informed about changes in building codes, regulations, construction techniques, and industry best practices through ongoing training, education, and professional development activities.

Skills & Abilities:

  • Familiarity with building codes, zoning ordinances, fire safety regulations, and other relevant laws, standards, and regulations governing construction activities.
  • Strong attention to detail and observational skills, with the ability to identify construction defects, code violations, and safety hazards during inspections.
  • Excellent communication and interpersonal skills, with the ability to interact professionally with diverse stakeholders and effectively convey technical information to non-technical audiences.
  • Proficiency in using inspection tools and equipment, such as measuring devices, testing instruments, and safety gear, as well as computer software for documenting inspection findings and generating reports.
  • Ability to work independently with minimal supervision, prioritize tasks, manage time effectively, and adapt to changing priorities and deadlines in a fast-paced environment.
  • Flexibility to work irregular hours, including evenings, weekends, and holidays.
  • Willingness to travel and work in disaster-affected areas for extended periods, often in challenging conditions.
  • Live within driving distance of a metropolitan airport.

Additional Skills (Preferred):

  • Specialized certifications or training in specific inspection disciplines (e.g., electrical, plumbing, structural).
  • Experience with construction management software, inspection management systems, and geographic information systems (GIS) for tracking and managing inspection data.
  • Knowledge of green building practices, energy efficiency standards, and sustainability principles in construction.
  • Bilingual proficiency in languages commonly spoken within the jurisdiction, to facilitate communication with diverse communities and stakeholders.

Education/Experience:

  • 5 years of experience in a related field (with high school diploma or equivalent).
  • Several years of experience in construction, building inspection, code enforcement, or a related field, with knowledge of building construction methods, materials, and systems.

Certification(s):

Certification as a Building Inspector or Construction Inspector by a recognized professional organization (e.g., International Code Council (ICC), American Association of Code Enforcement (AACE)) is highly desirable.

Clearance:

Must be able to obtain and sustain a Public Trust clearance.
